What’s changing on eBay in 2025

If you’re running eBay Promoted Listings in the UK, France, Italy, Spain, or Australia, there’s a significant update to how attribution works, and it affects when you’re charged. Let’s break it down.

1. Click-based activation: One click = 30 days of attribution

Once a buyer clicks an eBay promoted listing, that specific item stays “activated” for attribution for the next 30 days. Any sale within that window, even to a different buyer, can trigger a Promoted Listings fee if the item is still promoted.

2. The fee follows the rate at time of sale

You’re now charged based on the ad rate in effect at the moment of sale, not at the moment of the original click. This means you can adjust or end your eBay campaign after a click, and the updated rate will apply.

3. Top-of-search is reserved for advanced (PPC) campaigns

eBay’s most visible search position is now exclusive to Promoted Listings Advanced, which is the pay-per-click model. Standard campaigns are no longer eligible for that top spot. If visibility is your priority, you’ll need to invest in PPC.

Also worth noting: eBay has retired the older “Direct” and “Halo” attribution models. From now on, only sales of the exact item that was clicked, and only when it’s promoted at the time of sale, will qualify for attribution.

Even if you pause a campaign and restart it later, the attribution sticks with the item. If it sells within 30 days of the original click, and it’s being promoted again, the fee still applies.
